Master Plan comprises a large area including the part of Danube waterfront in the vicinity of the old town which makes it a delicate location, whose reconstruction depends on the number of factors and has a long-term effect, not only on the development of the immediate surroundings but on the entire city.

Therefore Master Plan construction was a highly complex process which required a holistic approach, interdisciplinary and comprehensive understanding of the possibility of construction and use of this space from various aspects - planning, economic, ecological, traffic, sociological...

With the realization of the Master Plan, Belgrade will get the new urban centre "City On Water" with all kinds of activities, which can turn a place into a convenient city environment with complete traffic and infrastructure equipment in the area, all types of health, educational and social services, wide range of cultural, sport and recreational activities... Some of them would be important for the city and open public spaces should become significant city destinations. For this reason the transformation of the Master Plan area is highly important for the city itself while its realization will have a great impact on further development of Belgrade. Therefore it should be carried out in the context of its development.

A great number of experts from different fields took part in Master Plan realization in order to detect all possible problems which could occur in different phases of reconstruction, starting from project realization through construction to exploitation. With this approach all characteristics of the location and the possibilities of its construction have been explored as well as its later use with the experience from different cities which have already undergone or whose waterfronts are still under reconstruction.

Consulting firm Gehl Architects formed the strategies and guidelines for area development as the frame of detailed planning documentation and Master Plan on the grounds of public life analyses, the use of public space and urban matrix of Belgrade.

Established strategies and guidelines are the frame for a number of urban qualities of public spaces defined from the man's perspective and his daily activities. They should provide convenient space along the riverbank, dynamic public life, social interaction, diversity and difference within the new urban context which will become an integral part of the city.

Starting from strategies, Daniel Libeskind Studio initiated the realization of the Master Plan, which is the structural basis of the entire complex, its existing and potential assets.

Master Plan is a sophisticated model which determines instructions for public space planning, the way in which streets, squares and open spaces of neighbourhoods are linked. It defines the height and dimensions of buildings, establishes proposed connection between buildings and open spaces, identifies the network of pedestrians, cyclists, vehicles and public transport.

Master plan also defines the basis for determining crucial infrastructure elements and functional needs as well as the limits which stem from the location itself and connects physical form with social, economic and cultural environment.

Daniel Libeskind Studio developed established criteria for the realization of urban qualities in order to activate great potential of the waterfront and transform the exquisite location into an attractive destination of Belgrade. It also connected new urban development by its size and structure with the existing urban matrix, identity and dynamics of the old city centre.
